Hunnigan first worked in the world of F. O. S together with Leon Scott Kennedy while on a mission to save the President's daughter, Ashley Graham. Hunnigan always contacts Leon when on expeditions that aim to share data on the conditions in the mission area so that Leon can move according to the direction that has been determined, in other words Hunnigan is someone who guides the path.
When Leon penetrated the Castle where Salazar lived, he ran out of contact with the Hunnigan because the communication path had been hijacked and taken over by Los Illuminados, so Leon could not speak for several hours until after that he arrived at the island where Saddler was located, on the island. Leon created some of the communication equipment that seemed to have been used to hijack his communication lines with Hunnigan.

May I remind you that youre still on duty.
So it was because Leon was still on duty to save the president's girl, so Hunnigan begged Leon to always be sincere in his mission which was still not over.
