Osmund Saddler is the final boss in Resident Evil 4. He is the chairman of the ancient Los Illuminados organization. He used the ancient parasite Las Plagas to control everything. Yes, he is the culprit of it all. Is Saddler a Pueblo? I don't know where Saddler lives. It is still being debated until now. Judging from the name "Osmund Saddler" doesn't sound like Spanish. But like the British or Americans.
