The Shotgun is the first shotgun in Resident Evil 4. You can buy it at the merchant for 20,000 PTAS. If you want to get it for free, when the first game starts go to the 2nd floor of a house in the village. There was a shotgun on display.

The Shotgun Shells are also on the bed on the 2nd floor of the house. A very instant way to get this weapon is that you play using Easy mode. This weapon will automatically be in your inventory.
